NEW DELHI: Delhi’s Satya Niketan’s owner on Monday has sought regular bail, citing his age and medical condition, with the Patiala House Court issuing notice on the plea.The court has also sought a medical report from the jail authorities before taking up the matter on September 30, news agency ANI reported.Owner Hari Ram Gupta is an accused in the September 6 collapse of the five-storey PG building in Satya Niketan that killed seven people. His earlier bail plea was rejected by the court, which observed that the investigation was still at an initial stage and the chargesheet had not yet been filed.

The court also took note of the deaths, injuries and the fact that one victim was still critical at the time.Owners failed to take safety precautionsIn a status report filed before the Delhi High Court earlier, Delhi Police said the building owners failed to take adequate safety precautions during construction and repair work, allegedly creating a situation that endangered the lives of PG residents.Police said the building owner Urmila Gupta, her husband Hari Ram Gupta and their son Mahesh Gupta jointly managed the property. The police report also alleged that the premises were being used commercially without obtaining the required land-use conversion permission.Meanwhile, the Municipal Corporation of Delhi (MCD) has launched a major enforcement drive following the collapse.According to a compliance affidavit filed before the Delhi High Court, MCD demolished 543 properties and sealed 178 others for unauthorised construction between September 6 and September 23. It also issued 354 show-cause notices, including 205 sealing notices, and passed 98 demolition orders during the 17-day period.MCD said Property No. 14 in Satya Niketan, which collapsed, had never had a sanctioned building plan approved by the civic body.
